WHAT ARE THE REQUIREMENTS FOR RENEWAL OF PASSPORT?

Applicants must observe the minimum requirements when applying in the Embassy or during Consular Outreach. For passport application, renewal, or replacement, please take note of the following requirements before applying.
FOR PASSPORT RENEWALS:
- Personal appearance is required.
- Duly accomplished passport application form - Passport Renewal Form
- Copy of recent residence ID card.
- Fee of US$60.00 (click here for an updated consular fees in Forint)
- Do not bring passport pictures. Passport pictures are to be taken by the Embassy.
- When going to the Embassy or Consular outreach, make sure you wear decent attire (no sleeveless and/or collarless attire).
- Just before your photo and biometrics are taken by the Embassy staff, please remove your eyeglasses/contact lenses, necklace, earrings, and when applicable, facial piercings.
Kindly monitor the validity of your Philippine passport and renew it six (6) months or less from expiration date.

FOR PASSPORT APPLICATION FOR A WOMAN USING HER HUSBAND’S SURNAME FOR THE FIRST TIME:
- Report of Marriage Form signed by Philippine Embassy officer (for those under our jurisdiction, see Requirements for Report of Marriage)
- One (1) original and one (1) photocopy of the Report of Marriage (ROM) issued less than a year by the Philippine Consulate where the marriage took place. If ROM is more than 1 year old, bring original and photocopy of PSA ROM.
- In case of woman married in the Philippines: one (1) original or certified true copy and one (1) photocopy of Marriage Contract duly authenticated by the Philippine Statistics Authority (PSA) [apply here for your PSA Marriage Certificate].
FOR A MARRIED WOMAN WANTING TO REVERT TO HER MAIDEN NAME DUE TO HUSBAND’S DEATH OR LEGAL DISSOLUTION OF HER MARRIAGE
- For widowed applicants – PSA – issued and a photocopy of death certificate of husband or PSA issued marriage certificate with annotation on court decree on presumptive death. [APPLY HERE].
- For annulled marriages – PSA issued and photocopy of annotated Marriage Contract or Certificate of Registration and certified true copy of Court Order. [APPLY HERE].
- For divorced applicants (allowed only in cases where the FOREIGN spouse acted as the plaintiff/petitioner in the divorce proceedings), submit the (1) original or certified true copy and one (1) photocopy of Marriage Contract or Annotation Document issued by the Philippine Statistics Authority (PSA) [APPLY HERE]indicating that the divorce has already been recognized by a Philippine Court.
- In all the foregoing cases, the female applicant must accomplish a Sworn Declaration to Revert to Maiden Surname.
FOR NEW ADULT PASSPORT APPLICANTS:
- First-time Passport Applicant Form
- Report of Birth (For those under our jurisdiction, see Report of Birth Requirements) signed by Philippine consular officer
- IF Report of Birth was registered more than one (1) year ago, bring original and photocopy of the PSA Report of Birth.
- IF Report of Birth is registered with the PSA less than 10 years ago, bring original and photocopy of valid IDs issued before the date of Report of Birth or current IDs and valid National Bureau of Investigation (NBI) Clearance.
- Valid Identification Cards
- Other supporting documents which will establish the applicant’s identity as a Filipino citizen, i.e. marriage certificate, school records, professional ID, etc.
- For applicants who are military servicemen/military personnel and who came to Hungary using only military ID and without a Philippine passport, a Certification (with duplicate) issued by his/her Commanding Officer to the effect that he/she is still a Filipino citizen who is on active duty with the Hungarian military service must be submitted. In addition, applicants falling under this category must submit: original or authenticated copy of birth certificate issued by the Philippine Statistics Authority (PSA) (formerly National Statistics Office or NSO).
REPLACEMENT OF LOST PASSPORT:
- Personal appearance and interview.

HOW LONG DOES IT TAKE TO GET A PHILIPPINE PASSPORT IN BUDAPEST?
The renewal processing time takes 8 to 10 weeks, so it is recommended to renew six months from its expiration date.
RELEASING OF PASSPORTS:
- Personal appearance is required. Please present your official receipt.
- Please present your old passport for cancellation, if it has not been cancelled.
- Authorization letter (if the authorized representative is immediate family member -spouse, father, mother, children who are at least 18 years old)
- Notarized Special Power of Attorney (if the authorized rep is not immediate family member – aunts, uncles, in-laws, grandparents, friends, neighbors, officemates, etc.)
- Passports of minor children may be released to any of the parents upon submission of copy of birth certificate of the child. If the father will claim the passport, a copy of the marriage certificate is also required.
- If the parents are not married, authorization letter from the mother is required with the ID of the mother and the father.
NEED TO GO BACK TO THE PHILIPPINES FOR AN EMERGENCY BUT HAVE AN EXPIRED PASSPORT:
A Travel Document is allowed only for applicants who cannot be issued a Philippine passport and have an emergency travel to the Philippines such as due to medical or legal reasons or death in the family or lost passport.
It is valid for 30 days from issuance and can only be used one-way to the Philippines. In order for you to leave the Philippines, you will need to apply for a new passport.
Kindly bring complete and original requirements for travel document application together with sufficient photocopies.

The Embassy reminds Filipinos in its jurisdiction to monitor the validity of their Philippine passport. We encourage that you renew your passport at least nine (9) months from the date of expiration to avoid any inconvenience.

HOW LONG DOES IT TAKE TO GET A PHILIPPINE PASSPORT IN BUDAPEST?
The turnaround time is 6 to 10 weeks so it is recommended to renew the Philippine passport nine months prior to its expiration.

II. NOTARIAL
HOW CAN I LEGALIZE MY DOCUMENT (Affidavits, Special Power of Attorney, Deeds, etc.)?
The Embassy can notarize documents signed by individuals that will be used or presented in the Philippines. The notarized document will have a covering page
(“ACKNOWLEDGMENT”) with the gold eyelet and dry seal. Personal appearance of the signatory or signatories is a requirement for consular notarization.
PROCEDURE:
- Completely fill up and sign the number of forms you need notarize. You can create your own form or fill-up the form required by the Philippine agency/institution for you to comply.
- Make sure you have needed number of original documents that you want notarized and a photocopy of that document. For example, you need a Special Power of Attorney and a Deed of Sale notarized. Each document will need a photocopy of each.
- Photocopy also your valid identification card (examples: driver’s license, state identification card or passport) that shows the same full name and signature in your documents. For example, you need a Special Power of Attorney and Deed of Sale. Each document will each need a photocopy of your valid identification card.
- Fee of US$25.00 or 8,250.00 HUF for each document.

For information, since 14 May 2019, the Embassy discontinued its process of authentication of signatures on the following public documents: (1) notarized documents and (2) documents signed/issued/certified by the Ministry of Foreign Affairs because of Philippines’ accession to the Apostille Convention.
The Philippines is currently a member of The Hague Convention. The Department of Foreign Affairs (DFA Manila) is the competent authority for the Philippines who can issue Apostille certificates.
To use various types of public documents in the Philippines, the only requirement is an Apostille certificate issued by competent authorities of respective countries.

HOW CAN I GET A CERTIFICATE OF LEGAL CAPACITY TO CONTRACT MARRIAGE (CLCCM)?
Filipino nationals who intend to marry within the jurisdiction of the Philippine Embassy in Budapest (Bosnia and Herzegovina, Montenegro, Republic of Serbia, Romania, Republic of Bulgaria, Republic of Moldova) must apply at the Philippine Embassy for a CERTIFICATE OF LEGAL CAPACITY TO CONTRACT MARRIAGE (CLCCM). An application form together with the following are the requirements for the Embassy to issue a CERTIFICATE OF LEGAL CAPACITY TO CONTRACT MARRIAGE (CLCCM).
- Affidavit of Legal Capacity to Contract Marriage
- Duly accomplished form (Application for a Certificate of Legal Capacity)
- Personal Appearance of applicant at the Embassy (personal appearances of the Filipino citizen applicant cannot be waived, but the fiancé(e) need not be present);
- Applicant’s valid Philippine passport;
- Original PSA Birth Certificate;
- Certificate of Singleness (CENOMAR) issued by Philippine Statistics (issued within three (3) months);
- For applicants aged 18-25 years old: Affidavit of Parental Consent, duly notarized and Apostilled by the Department of Foreign Affairs;
- Copy of Birth Certificate of applicant’s fiancé/fiancée;
- Passport or Identification Card of applicant’s fiancé/fiancée;
- Ten (10) business days waiting period before the issuance of certification (because of the publication/posting of wedding bans).
Additional Requirements:
- For Divorced Applicants: Original Marriage Contract and a copy of divorce decree. (If document is not in English, kindly have the document translated into English and have the translation notarized.)
- For Filipinos Divorcee - also a copy of the judicial recognition from Philippine court of foreign divorce decree.
- For widows/Widowers: Apostilled Marriage Certificate and Death Certificate of deceased spouse.
- For Applicants with Annulled Marriages: Original or certified true copy of the Judicial Decree of Annulment and amended PSA marriage contract (with annotation of annulment).

HOW CAN I OBTAIN AN NBI CLEARANCE IF I AM ABROAD?
Secure NBI Clearance application form (NBI form no. 5) from the Philippine Embassy;
- Fill-out the form;
- The Embassy officer will take the fingerprinting, which should be rolled impressions;
- Attach a 2x2 picture in white background, taken within three (3) months prior to application;
- Photocopy of passport and other valid identification card;
- Fee of US$ 25.00 or 7,500.00HUF.
Kindly note that the Embassy does not issue NBI clearance. The Embassy can only notarize the NBI clearance application form, with the clients’ fingerprints, signature and photo. However, the client should execute a Special Power of Attorney (SPA) to a representative in the Philippines so that the representative can bring the NBI form to NBI for processing and issuance of the NBI clearance.
However, applicants renewing their NBI clearance from 2014 and beyond can log on to www.nbi.gov.ph for guidance on online processing.
III. CIVIL REGISTRY:
REPORT OF BIRTH OF A FILIPINO
The Report of Birth is a declaration of the person furnishing information on the birth abroad of a Filipino child. It is important for Filipinos permanently residing abroad to promptly register with the Embassy the birth of a child in order for such birth to be registered with the Philippine Statistics Authority (PSA, formerly known as NSO).
When a child is born abroad to parents who are both Filipino citizens or to one (1) parent who is a Filipino citizen, i.e. one who has not been naturalized as a citizen of a foreign country, the child’s birth must be immediately reported to the Philippine Embassy which exercises jurisdiction over the place of birth.
Ideally, the birth must be reported to the Embassy within twelve (12) months after its occurrence. When the parents neglect to report the birth within twelve (12) months, the birth may nevertheless be recorded upon the determination of the consular officer of satisfactory evidence on the authenticity of the report. In these cases, the person who executed the report shall furnish the Consulate with an explanation surrounding the delay in reporting the birth (Affidavit of delayed registration).

- Four (4) original duly accomplished REPORT OF DEATH form (either type written or legibly handwritten) should be executed by next of kin or the attending physician or nurse or their duly designated representative. When the death is reported before the Embassy, the Report of Death will be sworn to before a consular officer. If the Report is sent through mail, the Report of Death form must be notarized with the notary public signing AND acknowledging that the one reporting the death personally appeared before the notary public.
- The original copy of the Certificate of Death issued by the local health authorities or by the local Country Registrar must be presented. The Certificate of Death should also be reproduced in quadruplicate (four copies).
· Valid Philippine passport of the deceased must be submitted, also reproduced in quadruplicate (four copies), in order to determine Filipino citizenship. In the absence of the valid passport, any other form of identification showing Filipino citizenship such as:
a. Dual Citizenship (RA 9225) Documents,
b. NSO/PSA Birth Certificate with NOTARIZED affidavit of next of kin certifying that the deceased has not acquired foreign citizenship or Expired Philippine passport with NOTARIZED affidavit of next of kin certifying that the deceased has not acquired foreign citizenship.
- The fee for this service is $25.00 or 8,250.00 HUF
CORRECTION IN THE CIVIL REGISTER ENTRIES
Filipinos abroad may file a petition before the Embassy to correct a clerical or typographical errors and change of first name or nickname, the day and month in the date of birth or sex of a person in the Civil Register Entries of the Embassy without need of a judicial order.
For those Civil Registry Entries not recorded by this Embassy, you can file your petition with the Embassy and the same will be forwarded to the appropriate Consulate/Embassy or Local Civil Registrar who has jurisdiction over the place of the vital event.
The fees are the same for all Philippine Embassies/ Consulates. The fees are the following: Fifty U.S. dollars ($50.00) for the correction of clerical or typographical error, One Hundred Fifty U.S. dollars ($150.00) for the change of first name.

IV. DUAL CITIZENSHIP (RA 9225):
The Philippine Citizenship Retention and Re-acquisition Law of 2003 (RA 9225) is a privilege accorded only to those in compliance with the law and existing regulations.
A dual citizen by birth is a natural born Filipino born in a foreign country allowing/accepting dual nationality/dual citizenship. He or she should file a Report of Birth after acquiring PH citizenship.
HOW DOES ONE REACQUIRE PHILIPPINE CITIZENSHIP UNDER RA 9225?
Natural-born Filipinos who lost their Filipino citizenship through naturalization in a foreign country may re-acquire Philippine citizenship by taking the Philippine Oath of Allegiance before a duly authorized Philippine official. The Philippine Oath of Allegiance does not require a person to renounce his allegiance to any other country.
WHO ARE NATURAL BORN FILIPINOS?
Those who are citizens of the Philippines from birth without having to perform any act to acquire or perfect their Philippine citizenship. These are persons:
- Born after January 17, 1973, whose fathers or mothers are citizens of the Philippines at the time of their birth;•
- Born before January 17, 1973 to a: Filipino Father; or Filipino Mother and that person elects Philippine citizenship upon reaching the age of majority.
WHAT ARE THE REQUIREMENTS?
Submit the original and duplicate of the following documents:
- Duly accomplished application form Dual Citizenship Form
- Birth Certificate issued by the Philippine Statistics Authority authenticated by the Department of Foreign Affairs
- Marriage Certificate issued by the Philippine Statistics Authority authenticated by DFA Manila OR Report of Marriage Certificate of Naturalization of foreign citizenship with English translation.

- Birth Certificate issued by the Philippine Statistics Authority authenticated by the Department of Foreign Affairs or Report of Birth
- Foreign passport or Identity Card
- Two (2) recent passport-size colored photographs for each qualified dependent
- Fee: US$25 for each minor child
INSTRUCTIONS:
- Accomplish fully, sign, and photocopy application form. Incomplete information may delay the processing of application.
- Submit all requirements. All original documents will be returned as soon as verified by the processor. The Embassy retains all original English translations.
- If the documents are complete, the Embassy will schedule the taking of the Oath of Allegiance
- Personal appearance is required.
- Passport application are processed and paid separately.
WHAT ARE SOME OF THE BENEFITS?
Filipinos who have re-acquired their Filipino citizenship under this Act may once again enjoy full civil and political rights under existing laws of the Philippines. Examples of these rights are:
- Right to vote in Philippine national elections
- Right to own land and property in the Philippines
- Right to engage in business or profession as a Filipino
DO I NEED A PHILIPPINE PASSPORT TO TRAVEL TO THE PHILIPPINES?
No, just bring your valid foreign passport and your Dual Citizenship Documents when you go to the Philippines.
After processing of the Report of Birth, one can apply for a Philippine passport.
HOW CAN I GET A PHILIPPINE PASSPORT
Present these documents to the passport processor:
- Dual Citizenship Documents
- Old Philippine Passport or in case of loss, Affidavit of Loss
- Completed Passport Application Form and
- Birth Certificate from the Philippine Statistics Authority
- Marriage Certificate from the Philippine Statistics Authority for females wishing to use their married surname for the first time.
HOW LONG CAN I STAY IN THE PHILIPPINES?
You can stay in the Philippines indefinitely provided that upon your arrival in the Philippines you present before the Philippine Immigration Officer your valid Foreign passport and your Dual Citizenship Documents.
EXCEPTION: when you travel with your Foreign Husband/Wife/Child. You and your foreign husband/wife/child are entitled to a visa-free entry to the Philippines for a period of one (1) year from arrival in the Philippines, among other privileges, provided you all have round trip/return tickets with the same return flight schedule to the US.

NOTE:
In all types of visa application, the visa officer can request additional documents to determine whether or not the applicant can be issued a visa.
**Purchase your flight ticket (“ticketed reservation”) only when you get your visa approved.
Whether or not you can enter the Philippines visa-free, note the following restrictions:
- Beginning 01 January 2017, Philippine immigration authorities will not allow entry into Philippine airports and seaports of foreign nationals holding non-machine readable passports.
- Children aged below 15 years travelling to the Philippines unaccompanied by a parent must comply with a Philippine requirement called a Waiver of Exclusion Ground (WEG).
- For passport holders who are allowed visa-free entry for a stay of up to 30 days: a visa is required for a stay exceeding 30 days
- Persons who were previously deported from the Philippines or included in the “blacklist order” of the Department of Foreign Affairs or Bureau of Immigration of the Philippines will not be allowed entry to the Philippines.

BALIKBAYAN PRIVILEGE:
What is the “Balikbayan Program” of the Philippines? The Balikbayan Program of the Philippines was enacted in November 1989 to attract and encourage overseas Filipinos to visit the Philippines The following categories of persons can avail of the Balikbayan privilege: (a) a Filipino citizen who has been continuously out of the Philippines for a period of at least one (1) year.
Returning Filipino citizen or former Filipino citizen and family members (spouse and children holding Bulgarian, Hungarian and Romanian passports) are entitled to a visa-free entry to the Philippines for a maximum stay on one (1) year from the date of their arrival in Manila under the BALIKBAYAN Program. They shall be admitted as Balikbayans on condition that they (i) travel with a Balikbayan, and (ii) observe and comply with immigration rules and regulations.
Family members of Balikbayans who are nationals of countries as well as former Filipino citizens who acquired the Citizenship and Passports of countries not included in the abovementioned countries, are NOT entitled to the Balikbayan privilege. They must secure entry visas prior to their travel to the Philippines.
